A practical sequence for defining numbering, lifecycles, responsibilities, and transmittal controls before engineering ramps up.
Major EPC projects fail information control when frameworks are improvised after engineering volume arrives. Establishing Document Control before peak deliverable production protects schedule, interfaces, and auditability.
Start with identity rules: numbering, revision coding, status definitions, and ownership. Without shared identity, registers become unreliable and contractors invent local conventions that never reconcile.
Define lifecycles next—what ‘for review’, ‘approved’, and ‘superseded’ mean in practice, who may change status, and how superseded information is prevented from circulating on site.
Transmittal discipline must be procedural and system-enforced. Formal exchange records, distribution matrices, and acknowledgment expectations reduce the classic ‘I never received it’ dispute.
Finally, connect the framework to EDMS configuration and training. A procedure that the platform cannot enforce will drift. A platform without trained controllers will be bypassed.
